How wide is the float ball?

A little over an inch without measuring it, I've gotten a number of other styles, and this one is by far the smallest bulb on the end I've gotten, and the float is hollow and can be unscrewed and manipulated.

Can I make this work with outdoor 1/4" irrigation line?

I don't see why not. It takes 1/4" refrigerator tubing.

What is max working pressure range? I live in high rise condo and just tested water pressure at 90 psi.

I don’t know know the max pressure it can withstand. I have hooked mine up on my drip watering system. At the hose connector end, you use a 25 psi limiting device. They are fairly inexpensive and would be easy to use with this.

can this be used for an outoor fountain with hose connected directly to an open outside faucet?

Since this has fittings for 1/4 water line, you will definitely need to do some adapters. Also this is designed for a through hole top mount.
