what does matted mean?

The photo mount in the frame, the white piece of card, has an aperture cut at 13x18cm.

The Amazon basics frame 20x25cm will not fit A4, which is 21x29.7cm. I’d recommend searching for the Nielsen A4 frames, perfect fit for A4, the rebate of the frame covers 0.5cm on each edge of A4, so visible area from front of frame is 20x28.7

Can it hang on a wall

Although I haven't tried to hang it on the wall,it does seem to have small connectors at the back to fasten on to hooks , one for a landscape view and one for a portrait view.
