Yes it is possible to check for the presence of both boric acid and detergents under the tube labeled neutralizers.

Can this or any other check fat contents and percentage of water added to increase quantity of milk?

No. It cannot check fat contents and water percentage. For fat contents you need lab equipments. For water contents you can use any centrifuge available at every reknowned milk dairies. Also adding water to milk changes its freezing point. So you can check it with a thermometer and your fridge.
