How do you adjust the tension to increase the bounce back speed?

I'm not sure but you can adjust the angle of the net

How strong/fast is return velocity?

Of course this depends very much on the velocity and mass/density of what is thrown into it. But I believe it’s a pretty good rebound and it can be increased or decreased based on how many of the mini bungees are used. These mini bungee cords are what fastens the netting to the rails and they’re pretty easy to fasten and they supply plenty of them with this.

Poor assembly instructions. What are the large loops for?

I guess you mean the additional loops. When you set up the net it is not very strong the additional loops are for strengthening the net where you like it as much as you like. The more loops the stronger the rebounce. How to install the loops is in the manual. Hope this helps

Does it fold for storage?

Kind of. The top folds down, but the triangle base does not fold in.
