Does this bike have brakes

No brakes. The child sits on the seat and kind of runs (sitting down) then lifts their feet in the air balancing as the bike slows down. The bike is the right size for my tallish Grandson- 5 year old and the 3 year old has a good try too!

Is this suitable for an 18 month old?

No... The handle bars are quite wide,,and it is a blocky bike for a wee child to handle it...

Is this suitable balance bike of a 6 year old?

I think it might be a bit small for a six year old. It does adjust for height but I got it for a three year old and although had to set the seat down the actual frame looks in proportion. Obviously children vary in height, regardless of age, so to a considerable extent suitability might depend on the physical attributes of the child.

Will this be too small for a 3 year old (Inseem 39cm; height: 98cm)?

Nope, just right for a 3 year old. With a bit of practice they will love it and go very fast too. Then they will probably be ready for a proper junior bike.
