Q: Am I required to plug power to the baluns? I already have 18/2 ran to every camera for power and all i need is the video transmission.

You don't have to power your cameras over the baluns, you could use these baluns as the video transmission only.

Q: I can use the adapter with a cat5 / cat6 to a poe ( power over ethernet (poe) ?

Yes you can run power, video and audio. Basically the cat5/6 is just taking over as an all in one cable you would use to run the camera in the first place.

Yes if it's 4k HD analog camera and DVR system, but not work with IP camera system.

Q: If I have a short from blue and white blue, can I swap brown and white/brown or do I need all 8 cables?

Actually the manufacture has more to do with that because of the system you have. Two pins can be used for video, two for power, tow for sound and then you have network cameras that act just like a computer. So the manufacture can tell you better than anyone otherwise it's a crap shoot. M suggestion is just get another cable so you don't damage anything. Good Luck.
