Yes, the tube is significantly longer than what is needed for the ender 3. Using the flush cutters from the ender 3 is sufficient to cut them.

Q: I know this works on older Ender 3 models, does it work on the newest version (2019)?

I have bought 2x Ender 3's one that shipped last month and one that shipped in 2018, both seems to be nearly identical. Tubing and fittings are the same.
