Can you do leg exercises barefoot or will the strap be too uncomfortable?

I personally like to use sneakers, but I use sneakers that I don't wear outdoors, or I clean the soles of my sneakers so that I don't mess up or dirty and degrade the straps while using them. The better you take care of your equipment the longer it lasts. Using bare feet could get a little uncomfortable.

How exactly do you workout your chest with this? Also, is there any way to actually measure your progress?

You can train the chest by shortening it up and positioning it across the back to perform a forward press. This device doesn't really provide a way to measure progress. It is a relatively cheap and portable isometric exercise device. It's best use is for travel or a quick workout when pressed for time. Probably not well suited to a stand alone routine.
