Could this fit a person who is 4’9 (US Measurement)?

Maybe not the whole person but definitely the torso.

Does it fit Asus Rog 17? And is it shock proof?

My laptop is predator 17 (17.30 inches) and it perfectly fits in the small compartment of the bag. I can even manage to put another laptop in the big compartment. You have also space to place your charger, headset, and a lot more. I am not sure if it is shockproof but there is foam inside as similar as to other laptop bags.

Will this work as a carry on bag? Fit under seats in airplanes?

Yes, it definitely qualifies as a carry-on bag. As for fitting under airplane seats however, that will depend on the model of the plane itself. By default it will fit under all seats, but if you pack the bag to the brim and max out the depth, you may have issues with squeezing it under the seat cushion of the person in front of you.
