Q: Does the bag collapse flat?

It does as long as nothing is in bag.

Q: What's the quality of the bag and how much weight can it bear?

It is very well constructed. The material is more than adequate and the stitching is nice and heavy. I do not know how much weight it can bare, but it easily holds the weight of the campfire, rocks, lid and a 10’ hose.

Q: Is this carrying case suitable for the outland 870 propane gas fire pit?

Yes, we bought the 19” version of this bag for our Outland 870 fire pit. Fits well.
