Yes, but, that stub helps to anchor the outlet in the wall outlet. It fits into the lower socket's ground. If you remove it, the set screw in the middle is not enough to keep the outlet from twisting when you plug and unplug cables. I'd STRONGLY recommend to NOT remove it.
