Yes, it fits all 2.5 inch hard drive.

Q: What chipset does this use?

I'm not sure, but this enclosure is really good.

Q: What is the use of the EVA foam pad?

I bought two of these cases and one of my drives was loose inside, so I added the foam pad to the inside top of the case and now no more rattle. I'm guessing that's what the foam pad is for.
