Q: Does it have those sliding panels at the side ?

It does but beware, THEY ARE SHORT! Max window width for this air conditioner would be about 31 inches.

Q: Minimum window width?

I believe the specs say 21". Mine is 20 7/8" and it fits just fine. The unit is only about 18" wide, but there are sleeves on each side that adjust to ensure a tight seal between the machine and the window. The extra space required is to accommodate them.

Yes, you can use any other material to seal the gaps but you must make sure that it is air tight to allow the unit to cool the room properly.
