Q: can this vinyl be used on tumblersa nd go through the dishwasher?

Yes! I made a decal for a tumbler that I use almost daily and has gone through the dishwasher a few times a week for 7 months. I've used it on coffee cups for family and friends too - no issues

Its called holographic chrome opal white. They sell it by roll as well. Color shifts from blue purple teal ( but more of pastel version of these colors if that makes sense. )

It is only holographic on one side. The other side is not sticky and would not work for what you are trying to do.
