Q: Does this motherboard support ddr5 6400 at a maximum of 64gb?

ASUS does not support it as you can see, and you won't be able to run XMP stably, but high speeds are potentially possible running four DDR5 DIMMs. It's not as much a limitation of the board or your memory as much as the controller on whatever CPU you are using. I just barely squeezed by on my 13900k, your mileage may vary significantly. I can't say I recommend it though. Currently running 4x16gb DDR5 6000 stable, but it was a stressful process and took an unreasonable amount of learning and troubleshooting to get working. My kits are rated for DDR5 6000 CL30. I am running 6000mt/s CL32. I had to manually increase voltage slightly to the VDDIO and ease the timings a bit. That's after lots of instability, countless BuildZoid videos, and multiple overnight runs of MemTest. You will have a MUCH easier time running two DIMMs.

Q: Do you need to do a bios update to this motherboard to use intel 13th gen? i dont have the 12th gen to do the update so i need to know

No you don’t need to update the bios PRIOr to installation. But once you are set up it’s recommended you update the bios.
