Q: Can you tell me what the upper and lower temperatures are on this please?

The temperatures arent given...but a very slow process to melt the choc i hardly use it as one has to wait ages for the choc to melt!! Microwave or double boiler method much quicker

Q: does this actually temper chocolate or just melt it?

This does just melt the chocolate, then you can set it to a lower setting to keep the chocolate in a liquid state. But saying that I have never had any problems with chocolate having a bloom on it after it has solidified when using this product.
