Q: Is there anyway to level the vise once the gun is secured in the vise (fine tuning if you will) ?

As the vise is plastic, the clamping force is limited so I was able to put pressure on the rifle to fine tune the level by hand.

Q: Do i need to drill holes to fasten it to my wood bench ( i hope not ) is it ok to just put tipton best vice it on a work bench unsecured? when in use

I have not fasten mine to the bench and it works just fine.

Q: Will it withstand you using a torch wrench to tighten the muzzle break on an AR15?

Yes, it does not take much torque to to secure a muzzle brake - so you should have no problem. This is a sturdy bench vice.
