Q: Can this putty be applied to a wet surface? I want to fix a leaking toilet until I can afford a plumber.

I cannot think of any place on a toilet where this product would fix a leak.

Q: My bathtub spout has been dripped and i removed it. plumbers putty has aged and cracked around pipe & spout. must i use new putty rather than silicon?

I'm not an expert, but I would probably go back with silicon. It will be harder to take apart, should you ever want to do so again, but I only use the putty around the drain ring.

Q: Does this have a chemical or fuel oil smell, etc.? I am looking for a product without an odor.

There really isn't any smell. If you get it right at your nose, you can smell something, just like if you put pretty much anything right up against your nose. I have asthma and allergic rhinitis. It didn't bother me at all.
