Does anyone know what the bits metal hardness rating are? I'm assuming its cheaper quality and the smallest bit tips can break or wear out fast?

It's terrible quality. I stripped my T5 bit just putting the housing back on my Macbook. I would not recommend these.

Does this work like a rachet?

No it does not. However, when dealing with such small screws and such, a rachet driver is not that practical (just my opinion).

Would this be a good set for building a PC

This Set Would Work, However https://www.ifixit.com/ Is What The Pros & YouTubef Gurus Use... Might Cost a Little More Up Front, But It Beats Breaking a Valued Bit & Re-Buying... IMO
