Q: Why are my cards not in acending rarity order they go in random order as if tampered with?

The set boosters use a different organization than traditional draft boosters. The first series of cards are a combination of commons and uncommons that share some sort of theme with the card next to it. This is why you may get commons or uncommons in different orders. There’s also a chance that you get either a promo card, token, or “list” card (25% chance for list) at the back. List card can be any rarity. Additionally slots 9-12 can have varying rarity, with only card 12 being guaranteed rare or mythic. There is also a foil card at the back that can be any rarity. So you end up with more uncommons rares and mythics but the packs do not have the organized predictable balance that is found in draft boosters, so it can seem like they’re random. The ratios may be different in LOTR but typically that’s the gist of it in set packs.

Q: What's the different between set and draft booster?

While Set and Draft Boosters do contain almost all of the same cards, there are some differences. Draft boosters are primarily designed for playing "limited" formats of the game, such as Sealed and Draft, where opening the packs is part of the game. Set boosters are aimed at more casual players and collectors, and include art cards, cards with different art or frame styles, and cards from 'The List' - a curated batch of cards from throughout Magic's history.
