Yes, you need brackets according to the user manual:"Remove the outer sections. Attach the trestle brackets.Insert the plank at desired height"

Little giant 17-foot velocity multi-use ladder, 300-pound duty rating, 15417-001 says 17 but the description says 15ft.. which is correct?

The link for the User Manual shows it as 15 ft. The ladder length isn't what you'd expect in most because they rate it by "Reach", meaning that you on the 2nd or 3rd rung from the top can "reach" a work surface from there. Quite a few now actually say that the "Reach Height" is based on a 5' 6" person's ability to reach out to a surface.

A-Frame Min Height:4 ft. 1 in. Extension Min Height:9 ft. Storage Height:4 ft. 7 in.
