Can the oscillating be turned off?

Yes, but it is not a switch or pull that does it. The oscillating arm would need to be disconnected. Easy, but not flip a switch easy.

Yes that's what oscillating means, it rotates from side to side. If you want it stationary you unhook the arm off the rotating mechanism.

Can this fan be mounted on the outside of a house? Is siding strong enough to hold the mount?

It can be mounted on the side of the house, but it has to be mounted directly on the studs, if it wooden frame.

Does it oscillate both directions?

Yes or you can lock in one posistion..they are very powerful and move a lot of air..I love mine ..I bought 2 of them and mounted the 8 foot off the ground on opposite walls..they oscillate in both directions.
