Q: Will it fit large surf plugs?

Not sure how big your surf plugs are but I emptied a large tackle box and have plenty room in it still where’s the other was overflowing. Top trays are customized sizes and the trays under and deep and fairly long.

Q: How would this hold up as a surf fishing box? Salt water and sand?

Not sure on the sand, but I use my box exclusively on and around salt water. Works perfectly, 100% water proof
