Yes they do. They are for screwing the hard top down

Q: would these work for tailgate. im missing two bolts for the spare tire holder

No these are not the same bolt you need an 8mm bolt. Take one out and match the thread pitch at lowes. You can then spray paint them black to match.

Q: Will the mfg#606826aa torx screw work to secure a 2017 4 door jk hard top at the b-pillar near the top of the door? the two door jk doesn't use them.

This screw is the same as the 6 along the back cargo area (under the side window) and 2 at the "roll bar" connection by the driver and passenger seat to secure the hard top. Use caution and DO NOT USE A POWER DRILL to secure or remove these, use the hand ratchet as they will strip very easily if not threading correctly.
