Does it come with the wash stall?

Yes - everything in the photo is included. The wash area includes the brick walls, rubber mat floor and the overhead arm with the hose. Plus the horse, trainer, etc. It's a really cute little set up. Just remember it's made for Schleich sized horses, so it's on the smaller side.

What is the youngest age is this appropriate for?

I purchased it for grandchildren ages 11, 8, and 4. They all play with it and enjoy it. They spend hours playing with all their Schleich animals and accessories. Great gifts!

Do the rider's arms move? Can the saddle and tack be put on the horse?

The riders arms are molded in position. You can put the tack on the horse.

does the horse come off

Yes! And I definitely recommend that you get this set! It is everything you pay for plus some. The horse is beautiful!
