No it does not. It dissolves for soaking.

Q: Can this be safely used in a whirlpool tub? I have been told not to use essential oils in the bath because of their tendency to clog the jets.

I used to use it in our old one with no issues. Just let it dissolve first before starting the jets. It doesn't leave an oily film in the tub after so I don't imagine the jets do either.

Q: Are these safe to use in the hot tub?

Yes, I've been using them in my Jacuzzi with no problem
