Are these covers washable?

Not sure if washable (the material probably wouldn't hold up for long with re-washes). You get so many in the bag that when I purchased, it was with the intent of using them for a period of time and then disposing of them.

Will these cushions fit a transcription headset?

They're a little tight. You need to stretch them before putting them on carefully. Unfortunately, I haven't been able to find any just a few cm larger, and the others on Amazon are way too big.
