Q: how long is the strap?

It’s adjustable and provided plenty of length to attach to the console then to the wall with length to spare. Mine is already attached so I can’t measure it.

it is adjustable I guess about 6 inches to two feet.

Q: What sized socket and drill bit are needed to install

It tells you in the kit, good instructions

Q: Can the wall strap be mounted upwards to support some of the weight of the tv or is the only option to mount it lower than the tv height to secure it?

I wouldn't recommend it. Not sure the screws in the TV would be rated to carry all of the weight on 2 screws of the VESA moutn instead of 4
