It’s a short robe but long enough for a kid that’s 4”12

Is this robe too short and unsafe?

It fits like a typical robe would if sized appropriately. It hits the child about mid thigh. I would actually go up one size bc they do run a tiny bit small in my opinion. The only thing I would consider unsafe would be the belt that comes with the robes which can easily be removed. The belts weren't an issue for my girls though.
