Worked well - occording to my dad.
Bought this for my dad who is a keen crown green bowler.He uses it all the time and says it warms his hands very well. It heats up quickly and he is pleased with it for outdoor bowling use.Not sure on the powerbank feature, as he hasnt used that as yet.

It actually does heat up in seconds
It feels very smooth which makes it nice to hold. After turning it on you almost immediately can feel it warming up. Although even on the first setting it gets too hot to directly touch once it's fully heated up, so maybe use something like a glove to insulate it a little from your skin.

Had a few teething problems with charging, after it had been charged 2-3 times works fine
