To the best of my knowledge it is manufactured in China and shipped to a US holding/transport facility. It arrives fast hence my thoughts of a US facility.

Is it dishwasher safe?

I've never put mine into the dishwasher. One reason is it would take up too much space. Another reason is, it's very easy to clean at the sink. It has a wooden handle, so I don't know how that would stand up to repeated dishwasher use.

Can this basket accommodate thick foods, such as tuna or beef steaks?

I believe it would hold a medium piece of tuna or 1" (height) steak. We bought it to grill salmon and chopped veggies that might otherwise fall through the grate. So, our chopped veggies would go into the basket instead of on a skewer.

Can it be flipped over to grill on both sides?

Yes, it is designed to be flipped over.
