Are these pre shrunk?

No they are not pre-shrunk so best to order a size larger if you plan on washing/drying.

It says 16 dollars and some change then goes to 24 dollars and some change why is the prise different?

My best guess is different providers? There is a filter that allows you to list products from lowest price to highest. I use this and prime delivery selection along w the customer reviews to research products before I make a purchase. It can get a bit tedious but I make sure the reviews match the product. I hope this helps.
