Will these fit my aluminum werner d1528-2

They will almost certainly fit your ladder. I have a couple of pair of the LeveLock quick-disconnect type on a Little Giant style step ladder and consider it to be an all-terrain ladder. You should be aware of the added weight, however. You will be adding to an already heavy ladder.On my Werner D1328-2 I have a Werner PK80-2 leveler. For the extension ladder I find it to be superior to the LeveLocks as adjusting the ladder to vertical only involves holding the ladder plumb and then slightly lifting it to remove weight from the locking mechanism, and then setting it back down. Installing the PK80-2 requires some extra work but once it is installed it is great.

Does this level your ladder to work on stairs

Yes, it could depending upon the ladder type. I use on an extension ladder and it works very well. Makes my ladder secure to the side of a house when I'm working from a slope. When combined with a spreader bar on the top of the ladder against the roof, one feels really secure.

would these work on scaffolding?

These work great for uneven terrain, or different steps of a stairway. I would be very hesitant on using these on scaffolding as the scaffolding can easily pull or push away.
