This does not need to be connected to any network the mechanisms to make it say this are built-in. If the batteries run out you can replace them with two standard AAA batteries.

Bought this for one of my grandsons (13 years old) last year - can't actually remember the exact phrases - there are a few I think - but one of them does say something like " That's Bul***t". (can't print the word here as Amazon regards the word as objectionable - odd when the product uses the word?!!?)
