Can a small waterfall be made by applying only this to a precrafted frame, made of something like styrofoam?

I don’t think so..I tried this on my fountain & it still leaked..

Is this product safe for ponds with fish?

I used this product to seal a leak around my waterfall. I shut off the pump until the product was completely dry. It sealed the leak and my fish are perfectly fine.

Will this bond to plastic?

Yes it will bond to plastics and rubbers
