Where are they made ?

According to the bag, they are manufactured in China.

Are these suitable for wild birds? Is there any difference in these and those marketed to wild birds?

We feed Bluebirds and Carolina wrens with these and they have no complaints. From our observations all of our feathered friends are healthy and look forward to the next replenishment in their feeder. Have not researched any “wild bird” marketing claims but the proof is in the pudding (or worms in this case).

Do these need to be soaked in water to plump them up, or will birds (jays, robin, cardinal, mockingbird?) eat as is (dried)?

All birds eat them as is (dried straight out of the package)
