I'm looking for something to help wtih my boat. The fitting attaching my bimi top is loose from the vibration. Hoping this can help me seal it tight

This is a great product, I used it to seal my fitting s on my sailboat. Not too sure it will act as a pure adhesive. If you have fasteners and this product together, this would be a good plan.

Will 4200 stick to pvc, vinyl and abs plastics?

as far as i know it will. i have used it to patch holes underwater on marine vessels.

Will this adhere heat cable (snow melting) to a metal roof?

Yes but not advisable to use on asphalt shingles in my opinion .
