Q: Is this strong enought to hold decorations on an outside wreath ?

I believe it would. We get horrible wind here, and I use this to fasten my decorations up outside. It has never broken, even during awful winds.

Q: Has anyone tried this twist tie product i will be using it to tie up short bundles of christmas lights and wondering if it will be strong enough.

This twist tie product is not all that different from what you would use to close a plastic bag of bread or rolls. It will certainly hold together bundles of Christmas lights and you can cut the wire off the spool to what ever length you might want. The big difference is where the wire used to close a bread bag is covered with a paper product, this wire is covered with a green vinyl type material which adds strength. I've used the product is my garden and to maintain bundles of Christmas lights as well as to hang garden tools. Inside and outside it's great to use on extension cords to keep your cords neat and ready to use.

Q: What is the gauge of the wire?

I'm unsure of the wire's gauge, it is heavier than the short plastic coated twists that are commonly used for bread. the spool/feeder design is terrible and can cause the coil of wire to become tangled & then require cutting pieces after an end can be freed or possibly re-winding the whole length & resetting the pieces to hopefully have it function

Q: will it secure garland to a descending banister?

This sure will. I use it for everything. I have three of them. One in the basement, one in my garage, and one in my tool box. We have used it to hold up the tomato plants when the tomatoes started to get to heavy. Worked great and did just what we needed it to do.
