Q: How does it charge and can I pair it to the phone to snap pictures?

The Fold edition of the S Pen only works with the Galaxy Z Fold. It does not require power nor does it need to be paired. You simply enable the feature in the advanced section of the phones configuration and you're all set. I don't think you can snap a picture from the pen. However, the S Pen Pro can snap a picture and will work with the Z Fold. This model needs to be charged and requires a Bluetooth connection. The other issue with the s pen pro versus the fold is the price. The pro is between 2 and 5 times the price of the fold edition pen.

Q: does it work with the Tab S7+?

This one was made for the fold . It has a different tip to work with the fold . You could always return it lol

Q: Will this work for the z4 fold?

Yes, as it's name implies... it works with all Fold edition phones from Samsung. I use mine with my fold 4 and works beautifully!
