I have only ever used this with a spinbike in the gym.

My spin bike seat is 27 x 14, would this fit 14cm width?

It looks like it fits on any MTB size seat. I just found it fitted. The strong helps make it tighter.

Is this too big for a child’s bike?

I would say yes depending on the age of child

Will this fit 24cm by 21cm

Probably not as the opening is so small.
