will this work with an LG Rebel 3 cell phone?

If the cell has bluetooth, yes. However I dont like this headset. it turns off on it own after just a couple idle minutes, then has trouble reconnecting. I think its sensitive to lower versions of android as well. If I had to do it again, I wouldnt buy it.

Do it have a light on it blink let you no its on on the ear peace

Yes! The first one I bought of these had no problems. The 2nd one I bought disconnects at random, even if the phone is in my hand. It also refuses to pair with any device now.

Not hard to put on quickly. If you are not using the ear loop it's easy to do one handed. I generally turn mine off when I'm not wearing it and turn it on when I am.
