Mine are set-up as Reversing Lights and in that case the Answer is Yes. but no idea if you wanted to use them facing forwards as Running Lights.

Lights won’t stay on. What’s wrong? I’ve wired up as per instructions but the rocker switch on turns on when held down.

It sounds like a faulty switch if it only works if you have to keep it pushed on OR your switch is not seated properly in your allocated slot

Is the switch a permanent live as when my key is out of the ignition the lights still work?

I don't know the answer, but suggest that there must be some current getting past/through the switch, it takes very little to power LED lights. I had an 240V AC 100 W LED floodlight which flickered on every 15 seconds and the current was going through the neon in the switch and charging up the LED's to cause the problem.
