Is this item easy to use?

I never use a multi-functional flashlight before.My flashlight was either on or off. The XL200 have functions to control how the light is being castAfter reading the instruction for the XL200 once, I was able to use it as intended. So I say it was pretty easy for someone who never used such lights before

Is the XL200 water proof or water resistant, or neither?

Maglite doesn't claim this to be waterproof. I couldn't find that on the packaging but since the rubber seals are built tight, I'd say it's water resistant.

how does the battery pack come out?

Just unscrew the push-switch, turn upside down the flashlight without the push-switch and the battery pack will slide out. This part is an assembly which holds the three AAA batteries.
