Is the handle hollow so it can be attached to a wooden pole?

Yes it is hollow it’s roughly the size of 15mm pipe. There is also a hole on the side so you can put a screw through to secure a handle.

Should the brush have come with a handle, mine didnt

Wot! Yes, the 'bristles cemented into the steel band' come complete with the blue handle, bit the two were, in my case, only held together with the tiniest of screws and prompted fell apart, fixed by using a bigger screw, but the brushes wasn't really that good and at least mine had a handle!
