is the ir 940nm OR 850 nm, 940nm is black ir and 850nm ir is a red glow

I'd say it was 850, as there is a clearly noticable red glow within say 10 feet if looking directly at the emitter, though much less so from an angle. I'd suspect a cheap bin diode which possibly aimed at 940 delivers a range, partially visible. I returned mine as wasn't happy with a number of features. Discription is fairly honest but lower your expectations. Ir range is shorter than dedcribed also. Not milspec by a long chalk if thats what youre looking for... unless it's been heavily upgraded in the last 6 months. Having said that it would probably impress your kids :) Happy shopping

Does this night vision have an on screen crosshair?

No crosshair. It has a lit screen which is plain. It is basically a night camera with a built n infra-red illuminator. Not a rifle sight.

What's the night video like for lit objects like the stars or a moon which is low in the sky?

This is not really designed to capture stars, but it is possible. I made a video about that: https://www.youtube.com/watch?v=VRx9ynKStrM. Also, some people used this device to film space stations flying around the earth and the video looks quite good. You can find videos about that which explain how exactly they did it.

Can you adjust the shutter setting so that you can keep it open for 3-4 seconds whilst taking photos in IR?

No, those setting are fixed. Mind you, there is not shutter in this device and so called electronic shutter would make little sense as this has been designed for handheld observation. If you need longer shutter speeds, you can maybe record a video of 4 seconds and then blend all the frames together in Premiere Pro, Photoshop or other software. It's best to record to external devices as that gives you much higher resolution.
