Can I spray the radiator in situ or do I need to remove it from the wall?

Hi if possible it would be better to remove radiator from wall otherwise you will have to make sure that you screen off all around the radiator and ventilate room well. Hope this helps.

Can this be sprayed directly over rust?

Not if you want it to look good. This is a thin top coat paint that requires surface to properly prepared. Suggest rub down rust until gone, smooth off and use anti rust prep, spray grey primer, allow time to dry, spray this product in Very light coats allowing time to dry between coats or it will run.

Is 400ml enough to paint a single, up and over garage door already painted white ??

It would be very thin coat, may be a bit patchy. I have done a large radiator with that size of can.
