Does this come already tied, do i need to tie it, does it clip together?

It is untied or at least mine was when it arrived but YouTube has good instructions on tie tying.

A little flimsy but looks great

Got this product to complete my joker costume for Halloween, and it did its job. It looks great, but it is paper thin and of low grade textiles/synthetic blend. Probably won’t last long and definitely not anywhere near the quality of even a cheap tie. Good for a one or two use costume, awful for constant repeated wear, say to kangaroo court before your favorite judge, that’s what you are looking for.
