They usually come individually boxed. Usually 12 boxes are shrink wrapped together if buying in bulk. Most are sold individually on Amazon.

Maybe we were unlucky?

Somewhere between 2 and 3 stars because the bulb was used in a fibre optics lamp for no more than 10 hours before the bulb blew. It may be that fibre optics with a dimmer switch use up an unusual amount of energy, or maybe we were simply unlucky?
