Can you plug a microphone into this amp?

It has one input for a 1/4 inch jack. If you have the proper mic cable , then yes. You won't be plugging the guitar into the amp at the same time though.

I bought this item for my granddaughter at christmas. it has a short and the volume goes from on to no sound. how do i have it repaired?

First, I'd check to see if you have a warranty. 2nd, you have an issue with either wiring or a bad volume pot at issue here that needs repaired/replaced. 3rd, it may just be issue with the input jack. Try another known good guitar cord from guitar to amp to see if your problem goes away.
