will this work on the godox V860ii-s speedlight?

Yes, it will work - but I had to take a sharp knife and whittle away at the inside rim of the plastic to enlarge it just enough to get it onto the Godox flash. It still requires a bit of work to get the plastic diffuser onto the flash, so I'm probably going to have to whittle a bit more. I might try using a metal file this time. When the diffuser is finally worked back and forth to get onto the flash, though, it works quite well in diffusing the light. And the Godox works really well in TTL mode with my Fuji X-H1.

Will these fit on the Nikon SB700?

I just posted the Inner dimensions of the diffuser so look in the Q&A. Just measure your flash head and then you will know. FYI the diffuser has a little flexibility so it can mold to your head.

Your question is a little strange. I have never seen a diffuser rated by the amount it restricts light. A diffuser spreads the flashes light making it softer and less directional. The manufacturer claims 99% light transmittance. It increases your flash by 200%. so only one percent of your flashes light is lost with the diffuser. I guess you could figure out how many stops that is but it would depend on what power setting your flash is set to. So if your flash is at 1/64th power or 1/2 power makes a lot of difference. I think you might be confused about a diffuser's purpose and its effects on a flashes output.
